National Housing Crisis Task Force

Groundwork Executive Duke McLarty serves on the National Housing Crisis Task Force, which has released a new agenda to tackle the housing crisis: From Crisis to Transformation: A Federal Housing Policy Agenda.

The housing crisis in America has reached a critical point, marked by soaring home prices, record-high homelessness, and nearly half of all renters burdened by excessive housing costs. In response to this urgent issue, the National Housing Crisis Task Force has emerged as a bipartisan coalition of policymakers and practitioners committed to transforming our approach to housing. With a diverse membership that includes state and local leaders, as well as representatives from the private sector, the Task Force recognizes that a collective effort is essential to tackle this multifaceted challenge.

A Vision for Reform

The Task Force has put forth a comprehensive Federal Housing Policy Agenda, which outlines 40 actionable recommendations designed to address both the immediate and long-term needs of our housing market. These recommendations emphasize the necessity for federal involvement in solving a crisis that surpasses the capabilities of local and state governments. The aim is to increase housing supply, reduce barriers to production, mobilize federal resources, innovate housing strategies, and establish a robust safety net for vulnerable populations.

Key Recommendations

  1. Create a Housing Crisis Council: This proposed council within the White House will serve as a dedicated body focused on addressing the housing crisis at the national level, ensuring coordinated efforts across all sectors of government.

  1. Set Housing Production Goals: By tasking the Council of Economic Advisors with establishing clear housing production goals, we can create accountability and drive significant increases in housing availability.

  1. Incentivize State Participation: The Task Force calls for incentivizing states to meet regional housing needs, fostering collaboration between state and federal entities to address local housing shortages.

  1. Invest in Data and Technology: The commitment to measuring real-time data on the U.S. housing market will enable more informed decision-making and policy development.

  1. Stabilize the Property Insurance Market: Modernizing the property insurance market will help protect homeowners and renters alike, ensuring that insurance remains accessible and affordable.

  1. Fair Housing Compliance: Ensuring compliance with the Fair Housing Act is crucial for promoting equity and preventing discrimination in housing practices.

Reduce Barriers

The agenda includes critical strategies for reducing barriers to housing production, such as unlocking federal programs, streamlining processes, and modernizing existing tax credits. By mobilizing federal capital for the construction and preservation of affordable housing, the Task Force envisions a more resilient housing ecosystem.

Innovative approaches, such as crafting a National Housing Industrial Strategy and establishing a Housing Innovation Unit within HUD, are also emphasized. These initiatives aim to foster creativity and efficiency within the housing sector, while providing the necessary training and support for the next generation of builders.

Housing Safety Net

Equally important to increasing housing supply is providing a safety net for those most affected by the crisis. Recommendations such as expanding housing choice vouchers, investing in homelessness solutions, and creating a federal tax credit for moderate-income renters are essential components of a holistic approach to housing.

The National Housing Crisis Task Force has laid out a roadmap for addressing this pressing issue. By advocating for these recommendations, we can reshape the housing landscape and ensure that homeownership and affordable housing become attainable goals for all Americans. Groundwork is proud to be a part of this critical conversation and looks forward to collaborating with our community and leaders to make these recommendations a reality.
